Why ? because the travel agents usually determine which hotel to use in the last minutes, especially in the peak seasons. They must consider how many participants in their travel package. This policy applies for all holiday including Dubai holiday.
Holiday tips: guarantees in traveling world don't mean anything because anything could happen until the last minutes. Have other holiday plans to face departures and hotel guarantee travel agent.
